I have Filemaker Pro 8. Can I use the Iphone app for my database. And do I have to be technically skilled to set this up

Yeh you should be able to Hershy. Installing FileMaker Go is a case of downloading the app and installing it on yer iphone/ipad which is pretty easy. Your database needs to be hosted with FM server or locally via FM Pro on a local network for you to access it on the iphone/iPad, as it currently can only connected to shared databases (as far as I am aware).
